Bill Dolan FCIWM, CEnv has joined the judging panel for the Business Energy Achievement Awards 2026. Director and Principal Consultant at DAR Environmental (Dolan and Associates Resources Ltd.), he brings over forty years of environmental and waste management experience across Ireland and the United Kingdom to his panel role. His career has spanned regulatory enforcement, compliance management, circular economy strategy, and enterprise sustainability support, giving him one of the most comprehensive and practically grounded environmental profiles on the judging panel.

At DAR Environmental, Dolan specialises in packaging and packaging waste compliance, waste management planning, EPA liaison, and circular economy strategy. He also delivers Green for Business programmes on behalf of Local Enterprise Offices and Enterprise Ireland, supporting Irish SMEs in building credible and measurable sustainability practices into their operations. That direct engagement with businesses at every stage of their sustainability journey gives him a sharp understanding of what genuine environmental commitment looks like in practice and where organisations most commonly fall short.

His earlier career included a significant tenure at Repak, Ireland's packaging compliance scheme, where he served as Strategy and Compliance Manager and Head of Collections Services from 2002 to 2019. In that role, he managed a budget of approximately €40 million and oversaw a network of 250 contracted operators, a position that required both strategic oversight and detailed operational management across one of Ireland's most complex environmental compliance frameworks. Prior to Repak, he served as Principal Pollution Inspector at Brent Council in London, where he gained frontline regulatory enforcement experience in one of the UK's most demanding urban environmental contexts.

His academic and professional credentials reflect the depth of that career. Dolan holds an MSc in Environmental Quality Management and is a Fellow of the Chartered Institution of Wastes Management, one of the most respected professional designations in the environmental sector.

His appointment brings four decades of applied environmental expertise, regulatory knowledge, and circular economy leadership to the Business Energy Achievement Awards judging panel.
